Under the direction of the Vice President of Energy Resource Planning, the Program Manager will partner with internal stakeholders, consultants, cooperative members, and external developers to oversee and lead the execution of distribution-level projects. In this role, you will drive projects that will reduce power supply costs, increase distribution energy resources, and ensure resource adequacy. In the ground projects may include utility-scale solar, energy storage, geothermal, natural gas generation, and generation pilot projects (i.e. hydrogen). The Program Manager will be responsible for establishing and delivering on metrics to support Electric Resource Plans (ERP), Resource Adequacy, Clean Energy Plans (CEP), and the transition to the SPP WEIS market.
Essential Job Functions:
Responsible for maintaining overall project performance metrics which includes managing the scope, schedule, permitting, budget, maintenance, and safety performance for the full project lifecycle from planning through design, construction, and integration of the project with operations.
Develop mitigation and recovery plans to ensure project milestones are met.
Interfacing directly with the client and United Power management to report progress, costs, schedule, and risks across a portfolio of power supply projects.
Manage work tasks between United Power employees and third-party contractors.
Support Electric Resource Plan, Resource Adequacy, and Clean Energy Plan filings.
Support work necessary to transition into SPP WEIS and eventually SPP RTO West.
Coordinate grant and funding opportunities to reduce project costs.
Engage with Colorado state agencies including CDPHE, AQCC, and PUC.
Assist with the preparation of bid documents, development of requests for proposal responses and cost estimates.
Managing contract solicitations including document creation, pre-bid meetings, addendums, review of offers, and contract awards.
Ensure projects are executed in compliance with all applicable laws, rules, regulations, ordinances, and codes, and with Utility policies, procedures, and standards.
Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace.
Performs other duties as may be requested or assigned to meet the needs of United Power in the interest of good management practice.
Minimum Qualifications:
Must possess a valid Colorado’s driver's license or the ability to obtain one. Must have the ability to travel throughout service territory for member and business meetings.
Power Supply Program Manager I
A bachelor’s degree in the following disciplines: Project Management, Engineering, Construction Management; and six (6) years’ experience, or practical equivalent project management experience managing engineering or consulting project may be substituted for formal education.
Power Supply Program Manager II
A bachelor’s degree in the following disciplines: Project Management, Engineering, Construction Management; and eight (8) years’ experience, or practical equivalent project management experience managing engineering or consulting project may be substituted for formal education.
Sr. Power Supply Program Manager
A bachelor’s degree in the following disciplines: Project Management, Engineering, Construction Management; and twelve (12) years’ experience, or practical equivalent project management experience managing engineering or consulting project may be substituted for formal education.
Desired Qualifications:
Project Management Professional (PMP) Certification is desired.
Related experience working for or providing consulting services to electric utilities is desired.

Must have an in-depth knowledge reading staking sheets, construction plans, acquiring permits, maps, and a thorough understanding of voltage, amps, transformers, NESC, NEC, and knowledge of utility electric distribution systems.
Must have an in-depth understanding of ROW and traffic control requirements associated with electric utility design.
Must have a comprehensive knowledge of construction methods, material units, construction drawings (site plans, electric plans, drainage plans, landscape plans, grading plans, etc), land use and permitting activities, electric utility operations, including pricing, rate structures, energy management, and construction, design and material standards.
Demonstrated ability to interpret contract language and the understanding of applicable tariffs
Demonstrated ability to use computer software programs (e.g., e-mail, word processing, spreadsheet, and project management)
Demonstrated strong problem-solving skills and the ability to work with others to find solutions to customer requests

Level I: $93,600 - $105,852 per year
Level II: $102,585 - $118,553 per year
