The California Public Utilities Commission, which regulates approximately 80% of the California power market, is the State’s lead agency responsible for ensuring that that California has a safe, reliable, and cost-effective electricity supply.
Senate Bill (SB) 350, known as the Clean Energy and Pollution Reduction Act of 2015, mandates the implementation of an integrated resource planning process and requires the Commission to support the State’s efforts to meet a goal of achieving a 40 percent reduction in greenhouse gas (GHG) emissions below 1990 levels by 2030. It is important to note that California’s electricity is served by a diverse array of Load Serving Entities (LSEs), and the state has numerous policy mandates already in effect (energy efficiency, demand response, renewables portfolio standard, energy storage, alternative-fuel vehicles, etc.) that are being achieved through a combination of markets, resource planning, policy mandates, and infrastructure investments. The GHG emissions reduction aspect of SB 350 means that the Commission must guide resource decisions across CPUC-regulated LSEs and across the various CPUC resource programs (e.g., energy efficiency, demand response, renewables portfolio standard, and storage) to ensure that the CPUC’s LSEs achieve the 2030 GHG target in a reliable and cost-effective manner.
Successful implementation and administration of Integrated Resource Planning (IRP) will require:
- Analyzing the electric sector’s role in achieving California’s statewide GHG targets and present the policy decisions needed to accomplish the reductions to stakeholders and decision makers.
- Evaluating supply and demand side resource programs against common set of objectives: system reliability, GHG emission reductions, and cost effectiveness.
- Assessing how the electric sector can support the level of vehicle and building electrification needed to achieve California’s 2030/2050 GHG reduction goals.
- Identifying and implementing administrative efficiencies across supply- and demand-side resource programs.
The Integrated Resource Planning Section oversees infrastructure and generation planning, including the design and implementation of the Commission’s integrated resource planning process. Our work areas span integrated resource planning, energy efficiency optimization, climate change economics and policy, electrification, and renewable energy. Some of the projects the IRP section is working on include:
- Exploring the feasibility and cost of pathways to significantly reduce greenhouse gas emissions in the near to long term (e.g., through 2050) for the electric sector.
- Evaluating the level of renewable procurement needed to achieve the states GHG reduction goals.
- Developing the business and regulatory case for new energy projects and infrastructure (transmission lines, storage, generation).
- Assessing the role of the current fossil generation fleet in achieving the states GHG reduction goals.
- Developing a decision-making framework that assesses the impact and cost of climate adaptation on the electric sector.
- Valuing the cost-effectiveness of energy efficiency and behind-the-meter solar PV.
- Analyzing the economics of transportation and building electrification and the impact on the electric sector from an emissions and grid integration perspective.
