This position is the primary interface between the Seattle Cancer Care Alliance (SCCA) Day Campus Clinic (250,000 sq ft) and the Fred Hutch Facilities Engineering department.
In this role the incumbent serves as the primary point of contact for the SCCA facilities staff with regards to any and all issues related to Facilities Engineering and is responsible for the development and management of the Transfer Price Agreement between SCCA and Fred Hutch for engineering services. This position also ensures that all compliance requirements are identified and met, that the utility management plan is keep current, that work orders in the Engineering system are tracked and executed in a timely manner, and coordinates all outages that may affect clinic operations. This position also attends regular meetings with the associate director of SCCA facilities, the SCCA facilities team, serves as the Engineering rep on the Environment of Care Committee (EOC) and is a member of the Water Management Committee.
Additionally this position is responsible for the Planning of the Engineering operational support of the planned 250,000 square ft addition to the clinic. In this role the incumbent will be responsible for maintainability reviews of all construction documents, development of a core team to support the new clinic, development of PM procedures and operational procedures for the new addition and eventually will have a core team of Engineering Facilities personnel reporting directly to them.
This individual will also be available for all emergency response required by SCCA and will stand in, on a rotational basis, as an On Call Supervisor about once every 6 weeks. This position reports to the Facilities Engineering Director.
Budget Preparation and execution
Annually prepare and negotiate the Transfer Price Agreement (TPA) for/with SCCA
Carefully monitor all TPA, chargeback, contractor and energy cost for SCCA to ensure the appropriate budgets are being charged and that cost are consistent with projections and if deviation is projected give timely alert to SCCA and explanation
Annually develop a 5 year recapitalization projection for SCCA
Annually develop the Capital budget for SCCA and either manage of oversee management and execution of all projects on the capital budget
Stay informed and knowledgeable about all compliance requirements originating from the Joint Commission, DOH, CAP, Our Insurance Company, Seattle Fire Department, or any other Authority Having Jurisdiction (AHJ) and ensure all engineering/maintenance related compliance requirements are met within the applicable timeframes.
Collaborate with key SCCA departments such as Infection Prevention, Life Safety, Medical Equipment, Clinical Operations etc. to determine accurate risk ratings, equipment maintenance categories, airflow/air pressure requirements and any other engineering equipment support requirements.
Ensure Work Orders or Contracts are in place and executed to meet the compliance requirement of all the AHJs
Periodically review all compliance work orders and contractor work for Quality Control
Accompany all of the above organizations on their annual, bi-annual or tri-annual inspection tours
Coordinate and in some cases lead the training of the Engineering staff to ensure that Engineering has the proper skill set to meet any and all compliance requirements
Work Order Execution
Liaison with the SCCA facilities staff and the SCCA clinical staff to have a understanding of priorities, work order execution expectations and hot or emergency projects to ensure needs and priorities are met in a timely manner
In conjunction with SCCA facilities staff make the determination on execution strategies to meet key deadlines: In house, overtime or contractor
Monitor all work orders (especially the compliance ones) for timely execution, quality control and appropriate budget charges
Oversee all contractor performance for engineering work:, select contractors consistent with contract award policies, set up POs for contractors, QC and coordinate contractor work and approve invoices for payment
Participate in weekly Work Order review meetings,
Coordinate and in some cases lead the training of the Engineering staff to ensure that Engineering has the proper skill set to met any and all Equipment Operation and Maintenance requirements
Coordinate all Facilities or Engineering projects with Engineering
Ensure project support requirements are entered into the department calendar and coordinate far enough in advance for proper execution
In conjunction with the SCCA facilities staff identify and coordinate all outages this includes developing mitigation plans and informing SCCA staff
Review projects for maintainability
Ensure all new pieces of equipment is entered into the CMMS system and the appropriate PMs, critical spares and vendor contacts are also entered
Ensure projects are properly commissioned
Ensure, if required, that the appropriate Support contracts are set up in advance
Ensure sure that Facilities Engineering staff are properly trained in system specific task
For Engineering projects insure all ICRAs are completed in a timely manner
Issue Hot work permits
Coordinate or approve Fire System impairments
Prepare Facilities Engineering to meet the SCCA clinic expansion requirements including
Participate in design meetings ensuring that maintainability and energy efficiently is carefully considered and incorporated
In conjunction with the Staff Engineer maintain a list of Engineering request at the DD, SD and Final design stages and ensure those request that are being met are identified as are those that arent being met
Review drawings to ensure Engineering request are incorporated
Assist in reviewing submittals
Develop the Operational strategy for meeting the Engineering requirements for the future 500,000 square ft clinic. This strategy will revolve around identifying work to be done by a core team located at or in the clinic (trade calls and small work orders) supplemented by the onsite Facilities Engineering team for Plant operations (Power Plant, Controls) high level projects vacation fill in and off shift coverage
Manage the Core team when constituted including selection and performance reviews.
Help oversee the Functional performance testing of the new Clinic and the commissioning
Identify and ensure all training is accomplished in time for start up of the clinic
Ensure all new pieces of equipment are entered into the CMMS system and the appropriate PMs, critical spares and vendor contacts are also entered
Four-year college degree in Facilities Management. Engineering or related field or equivalent on-the-job experience
American Society of Healthcare Engineering (ASHE) Certified Hospital Facility Manager (CHFM) designation is desired.
Four or more years of increasing responsibilities in facilities maintenance and operations for a large bio-medical research, hospital, heavy manufacturing facilities or other equipment intensive zero downtime operation is desired

Excellent written and verbal communications skills
Strong computer skills in a windows environment including Microsoft Office
