Bachelor's degree (foreign equivalent or higher). In lieu of degree, four (4) years of directly related full-time experience, or a combination of higher education and experience totaling four years may be considered. Three (3) years of directly related full-time professional experience in managing HVAC projects. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Two (2) or more years of full-time professional experience in the operation and maintenance of commercial and residential HVAC systems. Experience working with High Temp Hot Water. Experience monitoring HVAC contractor services. Experience in functionality of Building Automation Systems and HVAC controls, including Carrier, Honeywell, Siemens, and Johnson Controls. Experience with Computer Maintenance Management System (CMMS).
Brief Description of Duties:
The HVAC Project Manager will be responsible for managing all projects for the Facilities Operations HVAC department, High Temperature Hot Water (HTHW) and Energy conservation projects. This position will also handle all technical needs of the HVAC department including emergency response, equipment failures, system issues, and design and construction support. The HVAC Project Manager will also monitor HVAC contract services. The selected candidate will have excellent communication skills in order to interface with the campus community and contractors. The selected candidate must be knowledgeable in state-of-the-art energy management systems and preventive maintenance practices. With demonstrated experience in the application of thermodynamic theory in assisting in troubleshooting HVAC equipment and systems problems. A successful candidate will have the ability to read low voltage wiring diagrams and controls flow diagrams as well as understand written sequences of operation. They would also have the ability to write contract bid specifications. Also, the competency in the functionality of Building Automation Systems and HVAC controls, including Carrier, Honeywell, Siemens, and Johnson Controls.
HVAC Projects: Manage HVAC Projects and High Temp Hot Water (HTHW) projects for Facilities Operations, including West Campus, R&D Campus, and offsite properties. Ensure all projects are running smoothly and completed in a timely manner. Enter all projects into the department's CMMS (INFOR) in order to track and monitor each project. Review vendors log books and sign off on all completed work done by the vendors/contractors.
Energy Conservation Projects: Coordinate energy conservation projects, including but not limited to evaluating energy saving equipment, troubleshooting equipment, estimates, and communicate what type of equipment is needed. Create written procedures and review records of plant operations for energy conservation projects. Manage the New York Power Authority (NYPA) and Honeywell Projects. Attend meetings and provide updates and reports to the Assistant Director of HVAC on progress and status. Follow up and inspect all projects to ensure that work is being completed in a timely manner and as per construction documents. Support the Assistant Director in the coordination of new construction projects and provide feedback to improve building HVAC systems.
Contract Management & State University Construction Fund: Manage all HVAC and Welding vendors/contractors. Review proposals from vendors, schedule work, inspect work throughout the repair(s), and manage the contracted staff. Ensure all work is completed in a timely manner.
State University Constructions Fund: Manage State Construction Fund Capital projects that fall within Facilities Operations HVAC Department. Assist with gathering proposals, review drawings and plans that deal with HVAC and High Temp Hot Water. Track and monitor capital projects and ensure each capital project is being completed in a timely manner. Submit status reports to the Assistant Director of HVAC and the Director of Utilities.
Manage and provide technical support to the HVAC employees. Provide daily technical support to the plant utility engineers and trades generalists by overseeing and troubleshooting system problems that the employees need assistance with including but not limited to hot and cold calls, equipment malfunction, alarms, building management control issues and other failures that affect HVAC equipment and systems. Educate employees on the steps used to troubleshoot issues, so the employees can correct any future problems. Responsible for the effective operation of HVAC equipment and systems. Manage HVAC employees in accordance with State and University policies.
Provide status updates on all West Campus HVAC equipment and systems. Work with contractors and specifying engineers with equipment selection and specifications, quotes and interface with the various manufacturers on technical issues. In addition, manage the equipment start-up, evaluate equipment problems for repair or replacement, and perform various equipment tests, audits, and inspections to ensure proper and reliable operation. Prepare reports and attend meetings regularly. Do periodic and special inspections to determine the need for work to be done on HVAC equipment and systems. Establish and maintain a prioritized list of HVAC tasks to be accomplished within the facility. Plan for and schedule work with available resources. Identify projects beyond resource capabilities for accomplishment via capital project funding. Develop specifications, engineering sketches and cost estimates for the identified HVAC projects.
HVAC Work Orders: Input, track, and monitor work orders for the HVAC department. This responsibility includes, but is not limited to: enter, track, and closeout work orders; maintain and update HVAC equipment/assets; evaluate, maintain, and update, preventative maintenance tasks, and frequencies; etc. Responsible for the effective operation, repair and maintenance of HVAC equipment and systems, including emergency repairs, and ensuring that the mechanical equipment rooms are maintained in a neat, orderly and safe condition appropriate for their designated function. Ensure tools and equipment necessary to accomplish these tasks are available and accounted for in accordance with the current Facilities Operations policy and procedure. Respond to HVAC after-hours and emergency calls.
Other duties or projects as assigned as appropriate to rank and departmental mission.
This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
