Controls Manager, Utilities and Energy Management - Planning and Facilities Management
The Controls Manager provides technical engineering and operations management services to Georgetown's Department of Energy & Utilities while ensuring reliable and cost effective distribution of utilities to the campus. S/he monitors the Central Heating and Cooling Plant, including electricity usage, chilled water and steam generated, fuel usage, chilled water and steam demand, equipment performance, system controls and devices, and other related equipment. S/he looks for methods to reduce campus utility usage while maintaining environmental comfort in buildings, performs technical calculations and analyses to measure energy efficiency, modifies control designs and operations, as necessary, to improve efficiency and reliability, and prepares technical design specifications for bids and evaluates bid proposals. The Controls Manager serves as the technical contract representative on construction and installation of new or redesigned components and systems, and performs division administrative functions as assigned by the Director, including operational reporting, procurement, working with contracts, and responding to human resources management matters.
Reporting to the Utilities and Energy Management Director, the Controls Manager has duties that include but are not limited to:
Responsible for directing the work of staff to ensure that proper repairs and maintenance of energy control system: Supervises skilled trades workers and support personnel providing routine, preventative, and emergency maintenance services required to maintain the temperature control system in good condition. Assigns work orders to appropriate staff based on the nature of requested work. Accompanies workers to work site and, as necessary, instructs staff in work procedures, methods, materials, tools, and equipment. Inspects work in progress and upon completion, depending on size and nature of project, and as appropriate and necessary, directs staff in correcting, modifying, adding to, and performing other necessary tasks to ensure that work orders are properly completed.
Responsible for trouble shooting HVAC problems to ensure reliable operation: Applies knowledge of heating and cooling systems, air handling systems, air and water balancing, heating and cooling load estimating, and pneumatic and electronic controls to identify and remedy HVAC and controls problems.
Responsible for energy management of the University to ensure economical and efficient provision of energy to users: Ensures effective operation of energy controls and systems by monitoring system performance, work orders, preventative maintenance reports, and site inspections. Analyzes energy saving potential and implements appropriate measures. Designs pneumatic and electronic controls and control systems. Designs and implements HVAC installations, retrofits, modifications and related actions, prepares contractor drawings, specifications and cost estimates, and provides engineering supervision of such work. Develops and implements appropriate technical operational and maintenance procedures for new and upgraded equipment and systems. Reviews control sequences of operation, systems hardware, and programming to improve performance of HVAC equipment. Develops methods to remedy deficiencies to include repair or replacement of hardware and new or revised programming.
Responsible for review of engineering designs to improve energy management operation: Reviews contract designs for new equipment and devices, such as chillers, to ensure they meet requirements. Analyzes design proposals and confers with designers and manufacturers, as appropriate, regarding design feasibility and compatibility.
Responsible for analyzing needs of the Central Plant and recommending equipment, upgrades and other items to improve operations: Applies knowledge of latest developments in the field of power generation and energy management to determine the needs of the Central Plant for new or upgraded equipment and devices. Analyzes feasibility of such matters and recommends purchases as appropriate.
Responsible for scheduling, training and management of staff to ensure reliable performance: Schedules and/or reviews and approves schedules of staff to ensure effective service. Reviews training needs of staff and makes appropriate arrangements for training. Interviews and selects new employees. Evaluates employee performance and takes appropriate steps to correct inadequate performance.
Responsible for the program to convert legacy building automation systems to current standards: Identifies priorities, develops work scopes, and provides estimated pricing/schedules for Barrington, Siemens Apogee, and Supervision controls conversions. Delivers turnkey solutions to include graphics, as-builts, and O&M manuals.
Responsible for the program to retro-commission building HVAC and related control systems, equipment, and devices: Identifies priorities, develops work scopes, and provides estimated pricing/schedules for retro-commissioning efforts of Automated Logic Controls systems. Delivers retro-commissioning plans, reports, and re-commissioning manuals. Quantifies energy cost and consumption savings related to issues resolution. Tracks level of demand work orders, both pre- and post- execution.
Responsible for ensuring proper ventilation and thermal comfort for building occupants and visitors: Develops procedures for monitoring and responding to building automation system alarm points. Reports, assesses, and resolves control issues that could negatively affect campus occupants and/or their enjoyment of campus facilities.
Responsibilities for ensuring the functionality and accuracy of all revenue meters (excluding electricity) on campus: Provides for annual calibration of all domestic water, steam, chilled water meters used to measure steam and chilled water production at the Central Plant and water consumption at campus buildings and GU MedStar Hospital.
High school diploma or certified equivalency - preference for Bachelor's degree in Information Technology, Facilities Management, or Engineering
District of Columbia 3rd class steam operator's license, Universal CFC certification, OSHA safety course, and CPR and First Aid certified - preference for VFD startup certification for ABB and Eaton drives
10 years of commercial HVAC and controls - with at least 2 years of Automated Logic troubleshooting and programming, and including high-pressure steam boilers (IKE preferred), associated burner controls (including MicroMod or equivalent for startup and tuning), centrifugal chillers (Trane, Carrier, and/or York preferred), and associated chilled water production assets
At least 2 years of experience with operation, maintenance, and repair of Veeder Root automatic tank gauge system, Blue Pillar power management system, and Teledyne Continuous Emissions Monitoring system
Preference for 3 to 5 years of supervisory experience
CPR and First Aid certified
