Provides Massport Departments, Massport tenants, various public agencies, and officials with architectural and engineering services. The primary areas of responsibility for this position are to lead A/E Services' efforts on plan reviews for both Authority and tenant projects, management of commercial roofing projects and maintenance of Authority standard specifications. In addition, this position is responsible for management of select capital projects.
Essential Tasks of the Job
Reviews designs of consultants' proposed alterations of Massport facilities including all new construction, alterations, additions, repairs, and modifications.
Manages the internal design review process for all capital projects, coordinating the efforts of the review team within the Capital Program and Environmental Affairs Department and by other Departments at Massport.
Conducts design review of Massport capital projects includes evaluation of technical adequacy, conformance to established design practice, and Massport standards.
Reviews consultant prepared plans, specifications, reports, and surveys. Prepares reports for Massport Project Managers regarding the adequacy of designs.
Ensures that all design reviews and drawing submissions are recorded and available for use by the Authority.
Candidate should have a strong comprehension of building science, and understanding of envelope detailing, materials, and assemblies. Experience managing commercial roofing projects is highly desired. Candidate should be well versed in various roofing system types, their installation methods, safety management practices and protocols, and quality management procedures.
Reviews designs prepared by Massport tenants and submitted for Tenant Alteration Applications (TAAs) including all new construction, alterations, additions, repairs, and modifications.
Manages the internal design review process for all TAA submissions in coordination with the Manager, Tenant Alterations. Responsibilities for TAA review mirror those for capital projects above.
Confers directly with Tenant consultants as necessary for clarification of review comments.
Maintains and revises design guidelines standards for Tenant consultants as required.
Provides guidance and support to both in-house staff and consultants during design and construction regarding utilization of Massport standards.
Prepares and maintains guideline specifications and standards for Massport and Tenant use.
Leads the effort in the development of architectural and engineering design details and specifications standards.
Provides comprehensive technical review of construction bid documents and other deliverables.
Manages the design process for assigned projects, overseeing outside consultants.
Manages project initiation and scoping process for assigned projects.
Manages the preparation of contract documents, plans, and specifications.
Schedules and conducts project meetings and provides professional technical leadership.
Solicits, reviews, consolidates, and incorporates, as appropriate, relevant project information.
Ensures as required that BIM, Commissioning, Asset Management, Energy Efficiency, Sustainability, Resiliency, and other appropriate Massport initiatives are included in the design and construction process.
Manages the construction process for assigned projects.
Oversees construction bidding and award process.
Review of Shop Drawings.
Directs design/construction team during the construction phase, the project acceptance phase and warranty period.
Ensures project costs are being maintained while assuring quality work.
Reviews, tracks and authorizes all requests for payments, amendments, change orders and project schedules.
Resolves issues that arise during projects.
Coordinates operation and maintenance manuals.
Ensures that training is provided to operating personnel.
Monitors project performance during the warranty period.
Ensures As-Built drawings are submitted.
Directs consultants during construction.
Assists other departmental and engineering personnel in design matters.
Ability to manage several projects at a given time.
Conducts public presentations to various internal and external groups.
Assists other project managers.
Assures that projects are brought to a successful conclusion and within budget constraints.
Provide Design and Construction Management services on in-house projects as assigned.
Maintains project files as appropriate.
EDUCATION: Bachelor's Degree in Architecture or Engineering.
EXPERIENCE: 8-10 years of professional experience in the design and construction of buildings and facilities required. Experience at an airport and/or seaport property preferred. Working knowledge of building codes, regulations and ordinances required.
Professional Engineer or Architectural registration in Massachusetts.
Knowledge of the Massachusetts public bidding process, including Chapters 149, 149A, and 30.
Experience in cost estimating.
Experience with AutoCAD and Revit a plus.
Valid and current drivers' license unrestricted except for corrective lenses and automatic transmission.
Ability to pass a Massport background check and obtain a Massport Security Badge.
Ability to pass airfield driving test and obtain Aerodrome Ramp, Apron and Airfield License.
Ability to communicate clearly and effectively.
Ability to communicate and mediate between groups and individuals of varying backgrounds and responsibilities.
Working knowledge of word processing, spreadsheet, and database applications.
Ability to pass a Massport controlled substances test and background security checks
WORK SCHEDULE: Ability to work 37.5-hour workweek and ability to meet fluctuating workload demands as necessary.
