The Advanced Light Source (ALS) is a dynamic national scientific user facility that provides thousands of scientists from around the world access to bright beams of x-rays, infrared, and extreme ultraviolet light for scientific studies and technology development in disciplines spanning physical, chemical, materials, biological, energy, and Earth sciences. The ALS has been a global leader in soft x-ray science for more than two decades and is currently undertaking a new project (ALS-U)that will endow the facility with state-of-the-art x-ray capabilities. You report to the Project Director and you are responsible for the development and delivery of ALS-U operations, infrastructure, finance and administration in support of the successful implementation of the ALS-U project including the transition of operations to the Advanced Light Source (ALS) and close out of the project. The core ALS-U operations group will fluctuate from 30 – 200 people throughout the life of the project with a total budget of $350M over six years.
This position will partner closely with Berkeley Lab Operations and the ALS to develop, implement and direct budget/financial management, human resources, facilities, the project, and construction office, PMO, assurance, environment, health & safety (EH&S), and ALS-U staff needed to accomplish the project.
This position participates as an active member of the ALS-U senior management team including strategic planning, formulation and direction and implementation of the project to enhance the effective and efficient delivery of the ALS-U project.
What You Will Do:
Provide overall development, leadership, direction, and management of ALS-U operations, infrastructure, and administrative functions including staff, space, facilities planning, and project controls.
Manage and direct the work performed by the ALS-U Operations Group, including Administration, Budget Management and Financial Planning, Procurement and Materials, Human Resources, Facilities/Space Planning, Property Management, and Project Controls.
As required, act on behalf of the ALS-U Project Manager in day-to-day direction, management, and planning related to ALS-U's infrastructure and business functions. Support the ALS-U Project Director and Project Manager in the day-to-day management of the project and in short- and long-term financial planning and modeling.
Interface with LBNL Operations groups/departments (HR, Office of the Chief Financial Officer, Environmental Health & Safety, Projects, and Construction Office, Projects and Infrastructure Modernization Division, IT, etc).
Develop critical networks, build alliances and engage in cross-functional activities; collaborates across boundaries, and finds common ground with a widening range of internal and external stakeholders. Utilizes contacts to build and strengthen internal support bases on behalf of the ALS-U project.
Act as liaison/spokesperson and represent the ALS-U to DOE, external agencies, industrial contacts, national laboratories, and other organizations with regard to ALS-U project operational issues.
Act as a resource and provide advice and counsel regarding current DOE, national laboratory, UC, federal and state policies and procedures impacting management of the ALS-U project throughout its development.
Make decisions or final recommendations on operational issues, which significantly affect the ability of the project to achieve its overall objectives and long-range goals.
Play a lead role in the goal to implement a project management and process reengineering culture within ALS-U to drive effectiveness and reduce costs.
Participate in DOE, UC and other reviews for ALS-U activities and prepare and give presentations as required.
Serve on LBNL institutional strategic initiatives, committees and panels as well as external reviews that contribute to or benefit the ALS-U project.
Develop inputs to reports monthly to DOE Office of Basic Energy Science, and takes directives as requested.
Support and sustain an organizational culture which permits others to provide the quality of service essential to high performance.
Contribute to the development of needed ALS-U projects, policies, systems, and procedures, processes or protocols.
Additional Responsibilities as needed:
Participate in laboratory-wide meetings and represent ALS-U, as appropriate.
Perform special projects as assigned.
What is Required:
B.S. /B.A. degree in Business Administration or field related to areas of expertise, or equivalent education, training, and experience.
Senior level program, project, and financial management experience successfully integrating diverse resources and projects that achieve strategic objectives and goals.
Demonstrated, hands-on experience in a leadership role on a project using an Earned Value Management System (EVMS).
Exceptional internal and external relationship and teambuilding skills as well as adept leadership skills to effectively interact with senior level Laboratory, UC, DOE, and other high-level staff.
Demonstrated high-level experience in planning, organizing, and leading business, administrative, operations, and/or project-related activities in large programs or projects.
Demonstrated experience in developing best practices and managing major process reengineering initiatives in a rapidly changing and technological environment
Demonstrated organizational and analytical skills to determine priorities and identify and resolve highly complex problems having a lab-wide impact.
Demonstrated ability to manage, motivate, direct and lead effectively among a diverse group of scientific, technical, and administrative personnel.
Demonstrated experience in implementation and oversight of environment, health and safety functions, including familiarity with major federal and state environmental and workplace safety mandates and regulations.
Significant and demonstrated experience in space and facilities planning.
Demonstrated senior-level experience in the development of staffing plans and requirements within a large, complex organization, including knowledge of human resources management principles, practices, and labor and employee relations.
Interpersonal skills are necessary for working in a diverse team environment.
PMI Certification (PMP or PgMP) or equivalent
Superb oral and written communication skills.
Strong organizational development, change management, and interpersonal skills--recognized use of discretion, tact, and diplomacy of a senior manager.
Additional Desired Qualifications:
Experience working in UC, DOE, or national laboratory areas strongly preferred.
