Summary -- The Safety and Industrial Hygiene (S&IH) Specialist provides safety and industrial hygiene subject matter expertise and strategic support to assist Oncor business units achieve safety goals and objectives; strengthen safety culture; programs, and performance; and assure compliance with federal safety and health regulations.
Job assignments are of such breadth as to cover complex safety and occupational health issues in electrical transmission and distribution operations including but not limited to: development and oversight of safety and industrial hygiene programs and processes, performing comprehensive industrial hygiene and safety assessments, and providing technical guidance and direction to corporate and business unit partners in support of producing innovative and effective solutions that strengthen safety culture, drive continuous performance improvement in line with company safety initiatives, and assure adherence with applicable safety regulations.
Key Roles & Responsibilities: Directly or through others, the incumbent --
Provide regulatory oversight, guidance, and program support to assure compliance with OSHA occupational health regulations including but not limited to: asbestos, arsenic, chromium, lead, hydrogen sulfide, noise (occupational, community), electromagnetic frequency (EMF), respiratory protection, hazard communication, etc.
Perform complex qualitative and quantitative industrial hygiene surveys, indoor air quality studies, ergonomic evaluations, prepare reports and recommendation of corrective actions.
Maintain exposure record information and safety data sheet system.
Develop safety and health educational materials and training.
Assist with contractor safety performance improvement initiatives.
Represent the company on external industry associations (e.g. EEI) and technical committees (e.g. ASTM).
Lead research and benchmarking studies to develop best practices and lead continuous improvement initiatives that strengthen safety, industrial hygiene, fleet safety, and human performance.
Support special projects including safety conferences and strategic safety initiatives and activities.
Advise, mentor and support business unit leadership and safety representatives to improve safety culture and performance and to assure uniformity of safety practices across the business.
Collaborate with business units, supply chain and manufacturers for the evaluation, product development, specification, approval, and manufacturer recalls of personal safety equipment (e.g. FR rated garments, etc.)
Support internal safety applications such as Safety Observation Database.
Provide technical safety and industrial hygiene assistance for storm restoration efforts, as needed.

Education, Experience, & Skill Requirements --
HS Diploma/GED required with 10 years of experience in safety and industrial hygiene or bachelor’s degree in safety, industrial hygiene, or other related scientific/engineering discipline with 5 years of work experience in safety and industrial hygiene. Preferred: Master’s degree in occupational health and safety or directly related science.
Eligibility for certification as a Certified Industrial Hygienist (CIH) and Certified Safety Professional (CSP). Preferred: CIH/CSP highly desired.
A minimum of 5 to 10 years of professional work experience in safety and industrial hygiene within the utility industry, manufacturing or other heavy industry sectors. Related experience in electrical transmission and distribution industry a plus.
Experience working with bargaining units and skilled craft a plus.
May be required to wear a respirator and other personal protective equipment (PPE), climb ladders, work at height, enter enclosed and confined spaces, and work outdoors under varying weather conditions, as necessary.
Flexibility with work hours. Ability to travel as necessary between company locations and other facilities to support corporate and business unit needs. Travel up to 35%, including overnight and out of state.
Proficient computer skills (Word, Excel, PowerPoint, SharePoint, etc.). Skill with HS Information Systems (HSIS) and Safety Data Sheet (SDS) a plus.
Strong oral, written, and interpersonal communication skills and the ability to communicate effectively with all levels of management, peers, employees, and regulatory agencies and other external stakeholders.
Solid analytical skills required for data analysis and reporting and root cause analysis (RCA).
Basic knowledge and understanding of industry consensus standards related to safety including: American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), American Conference of Governmental Industrial Hygienists (ACGIH), National Fire Protection Association (NFPA), and National Electric Safety Code (NESC).
Basic knowledge and understanding of federal safety and health standards including OSHA electrical safety standard standards, specifically – OSHA 29 CFR 1910.269 - Electric Power Generation, Transmission, and Distribution.
Experience with developing and assessing enterprise-wide Safety Management Systems (SMS).
Knowledge of various RCA methods and experience leading RCA teams and investigations.
Demonstrated ability to conduct effective health and safety surveys, qualitative and quantitative exposure/risk assessment, data analysis, and ability to provide recommendations for exposure/risk control and mitigation measures.
