The Department of Facilities Services is responsible for the efficient and cost-effective operations and maintenance of buildings and utility systems, consisting of approximately 5 million square feet of space on three campuses (Somerville/Medford, Grafton, Boston and the SMFA). This role will initially be based out of Medford, MA.
A broad range of services are provided to support each campus which include the repair and maintenance of the Universities assets, asset renewal, engineering, energy and utilities management, waste management, event management, care of grounds, janitorial and pest services. We are committed to developing the highest standards of quality and performance and dedicated to continuous improvement across the department. This role will be responsible for day to day coordination with these departments and their vendors.
We work very closely with the Department of Public & Environmental Safety coordinating daily operations with Tufts Police, Fire Marshalls, & Environmental, Health & Safety personnel. We also support the planning, design, construction, and turnover processes for major renovations and new construction in conjunction with the Department of Capital Programs. This role will have regulatory, environmental, and safety reporting requirements which are to be coordinated with these departments.
The Medford/Somerville campus facilities generate electricity, steam, hot water, and chilled water using both centralized and distributed boiler, chiller, power generation and heat recovery assets. These services are distributed primarily through direct buried conduit and piping systems. The efficiency and flexibility of these plants make them a key part of Tufts sustainability strategy. This role will be responsible for the reliable, safe, and efficient operations of these steam plants, the cogeneration plant, and the utility distribution systems that connect these generating systems to Tufts buildings.

This role may be asked to support facility tours, host data from the controls & metering systems, share utility planning strategies & designs, attend or prepare PowerPoint presentations for academic purposes.
Reporting to the Director of Engineering & Utilities, the Manager of Plant Operations & Maintenance Planning will apply professional principles, judgement, and industry best practices to oversee the operations, maintenance, and optimization of a new central energy plant, older satellite boiler and chiller plants, existing utility distribution systems, energy transfer stations, and the campus utility sub-metering systems.
Experience with the development, administration, and most importantly, the audit of O&M contracts, service contracts, preventative maintenance tasks, outage plans, and calibration frequencies is essential for this Manger to effectively create and report an accurate backlog on demand. This role will be responsible for maximizing plant uptime and reducing financial risk by restructuring the current staffing, on call, response time, and service contract models to achieve an optimal balance between available resources and funding.
The Manager will re-define scope, train, and lead an effective team of outsourced operators and in-house technicians to mitigate unsafe conditions, eliminate the risk of service interruptions, and ensure a timely response to critical events. The Manager will ensure the very highest standard of environmental compliance by working closely with Tufts EH&S, state and federal authorities. Coordination and effective communication of plant or utility activities with all levels of staff, including Facilities and outsourced staff, Tufts Police, EH&S, Sustainability, and other departments is also essential to this role.
Within the portfolio of assets under this Managers supervision is a new highly automated cogeneration plant relying on a 4MW reciprocating engine and its waste heat to create steam, hot water, chilled water and electricity for a portion of the campus. The Manager will continue to evolve the data points, trends, alarms and rules within the software applications that create the tools and information needed to optimize the operations, maintenance and efficiency strategies. Third party predictive analytics and machine learning technology further guide unique energy sourcing and risk management decisions. As a result, the Manager must maintain a close relationship with the Tufts IT department and the various software vendors that support data collection and analysis to ensure redundant and reliable access to accurate and repeatable data sources and software operation.
Basic Requirements :
Bachelor's degree and 10 years experience or an equivalent combination of relevant education and/or experience skills.
Minimum of 4 years of demonstrated supervisory experience (union/non-union) in the operation and maintenance of a district energy system, power plant, boiler plant and/or large chiller plant.
Cogeneration plant design, engineering, planning, financial modeling, construction management, energy procurement, commissioning, reliability engineering, and emergency outage management may be applied to a portion of the minimum years of experience.
Strong familiarity with one or more Computerized Maintenance Management Systems required. Maximo experience is a plus.
Working knowledge of chemical water treatment, testing methods and contract management
Computer literacy and experience working with Microsoft Excel, Word and PowerPoint required.
Knowledge of OSHA guidelines, engineering standards and ability to manage compliance with all city, state, and federal regulations.
Ability to read blueprints, construction documents, and as-builts.
Ability to develop mutual respect through soliciting input, active listening and communicating, recognize diverse points of view, and show the ability to give and receiving constructive feedback.
Ability to assess, understand, and effectively communicate the needs of the Tufts University community, while delivering solutions in a courteous, professional, and timely manner.

Preferred Requirements :
Bachelor of Science or Engineering Degree in Mechanical, Marine or Facilities Engineering.
EIT or Licensed Professional Engineer
Certified Energy Manager or Auditor
Experience with sourcing, reviewing and making daily decisions with gas, electricity and fuel oil supply quotes
Experience with commodity market analysis
Experience with Rockwell Factory Talk, OSI PI & other SCADA systems
Experience with the maintenance and calibration of instrumentation, controls, valving and metering infrastructure
Licensed (MA or other) Operations of a CHP, Cogeneration, or Process/Power Plant
Experience at an institute of higher education and/or healthcare
AFE Certified Professional Supervisor, Certified Plant Maintenance Manager, or Certified Plant Engineer
Knowledge of the ASME, ASTM, Building, Energy, and Plumbing Codes
Experience working with the MassSave Program for Combined Heat & Power Systems
Experience with reliability centered maintenance program development, barcoding, & predictive maintenance.
Experience with utility bill payment, tarrif rate analysis, energy procurement.
