The E2e Project invites applications for a self-driven and enterprising fellow to work on a full-time basis embedded with one of the partner state agencies (e.g., NYSERDA or Washington State UTC). The E2e Evidence for Energy Efficiency Fellow will work directly with state agency staff on energy efficiency program evaluation and will pursue opportunities to use rigorous evaluation to improve program effectiveness (e.g., randomized controlled trials) to improve the effectiveness of energy efficiency programs. Working with agency staff on a day-to-day basis will allow the Fellow to become a core member of the agency team, identify the agencyâ™s top evaluation-related challenges and find the best opportunities to apply state-of-the art evaluation approaches. The Fellow will also work directly with the academic researchers that compose the E2e Projectâ™s research network. The position offers a unique opportunity to apply modern data analytics directly to important energy and environmental programs. The fellow will co-report to the state agency hosting the fellow and the E2e team, including E2e Faculty Directors: Michael Greenstone (University of Chicago), Christopher Knittel (Massachusetts Institute of Technology), and Catherine Wolfram (University of California, Berkeley); and University of Chicago Energy & Environment Lab Executive Director. There are two Fellow positions available, one in Olympia, Washington and one in Albany, New York. This position is for the role located in Albany, New York.Flexible start date, preferably April 2019, with the fellowship lasting 24 months.
Build and maintain strong relationship with host agency and support evidence-based policy and evaluation, while working closely with E2e to develop and execute research studies.
Identify energy efficiency programs that present opportunities to use new evaluation methods in collaboration with agency staff, academic researchers, utilities, consultants and other stakeholders.
Contribute to the design and oversee implementation of several concurrent research studies, including coordinating with and overseeing government partners, managing the data collection including subject selection and randomization, and traveling to program sites to monitor program fidelity.
In coordination with the E2e PIs and research analysts, lead data analysis and development of research outputs.
Provide technical assistance to agency staff to inform evidence-based decision-making and policy, including conducting data analysis and sharing expertise and best-practices in evaluation methods, as well as topical information on energy efficiency.
Develop, participate and give training on evaluation methods for agency staff and outside stakeholders.
Exchange best practices with researchers and evaluation professionals in other states (e.g., give presentations at industry conferences).
Prepare internal reports, project memos, summaries, presentations, blog posts, and manuscripts targeting for host agency and academic audiences, and other stakeholders.

Education, Experience or Certifications:
Bachelorâ™s degree in economics, statistics, engineering, or a closely related field required. Masterâ™s degree or higher strongly preferred.
Coursework in statistics, economics and econometrics required.
A minimum of two years of relevant full-time research experience required.
Technical Knowledge or Skills:
Significant programming experience in Stata, SAS, R, Python or Matlab required.
Experience in the energy sector and/or energy efficiency programs strongly preferred.
