Berkeley Lab's Protective Services Department has an opening for a Security Operations Program Manager. Reporting to the Deputy Chief Operating Officer, the Senior Operations Program Manager provides broad leadership and technical oversight of the 24/7/365 security operations and contract police and security forces of a DOE National Laboratory, including DOE security-related orders, policies, and manuals to ensure Laboratory compliance.
This position will develop short- and long-range security plans and procedures applicable to the implementation of an Integrated Safeguards & Security Management (ISSM) program to mitigate identifiable potential internal or external threats. In addition, this role will supervise staff, ensure compliance with local, state and federal regulations operating the Security Operations Center, develop and implement contracts for security and police services, assist with internal investigations, manage the Laboratory's Site Access and Visitor Management programs, and manage the Unclassified Foreign Visits and Assignments and Personnel Security programs.
What You Will Do:
Ensure full compliance with all DOE Orders and Directives, Security Clauses, Contract 31 security requirements, and applicable state and federal requirements to provide a comprehensive security program for Berkeley Lab.
Oversee development of policy, plans, and procedures on security-related issues and inform senior management of possible or probable impact of federal regulations and/or DOE security directives to Laboratory programs.
Provide oversight and direction to the Unclassified Foreign Visits and Assignments (UFVA) Administrator and ensure compliance with applicable sections of the DOE Order relating to site access, background checks, host training, and the approval process for Laboratory access and assignment of foreign nationals.
Provide oversight and direction to manage and administer the Laboratory's Personnel Security Program to include identifying and justifying the need for individual security clearances, managing background investigations and drug testing, ensuring compliance with travel restrictions, training requirements, and other notifications for all clearance holders, retrieving security badges from clearance holders who have either expired or no longer need a clearance, and properly managing the records associated with the program.
Responsible for recommending, designing, developing, and implementing the Laboratory's response to internal and external audits, surveys, and investigations and after-action reports and corrective actions resulting from these or any security-related incidents.
Serve as the Incident Inquiry Official by conducting inquiries to establish the pertinent facts and circumstances surrounding incidents of security concern.
Plan, coordinate, and lead the execution of updates to the LBNL Site Security Plan, Facility Security Plans, Threat & Risk Assessment, Assurance Plan, and Security Self-Assessments.
Serve as liaison between the Laboratory and the contracted police and security agencies.
Meet regularly with the police and security services contract managers to review duties and ensure contract is being met.
Maintain close collaboration with the Environmental, Health & Safety Division to ensure access and identity controls are effectively managing safety and security hazards and threats.
As a member of the Emergency Response Organization (ERO), work extended hours and days when the ERO is activated and attend all ERO training, exercises, and drills.
What is Required:
A Bachelor's Degree and a minimum of 7 years of related experience or a Master's Degree and a minimum of 5 years of related experience or the equivalent combination of education and experience that includes program planning, scheduled and/or budgeting.
Ability to obtain and maintain a DOE Q-level security clearance, involving an extensive background investigation, application and random drug testing, and strict adherence to federal laws pertaining to such authorization.
Must hold U.S citizenship.
Experience supervising staff and contract personnel, including hiring, training, developing, disciplining, and performance management and reviews.
Broad knowledge of advanced security principles and practices along with the proven ability to serve as technical advisor for Berkeley Lab on security policy, programs, and systems.
Specialized working knowledge in the areas of security program planning and management, physical security, information security, and personnel security in order to develop and maintain timely and accurate plans and operational protocols. Familiarity with After Action Reports, Corrective Action Plans, and Corrective Action Tracking System.
Ability to achieve and maintain specialized working knowledge of UC, Berkeley Lab, DOE Berkeley Site Office, Office of Science, DOE, and DHS policies, procedures, and requirements as related to security program planning and management.
Demonstrated ability to apply sound judgment, take initiative, and use problem-solving skills to analyze existing processes and procedures, develop recommendations, craft innovative solutions, and implement programmatic responses.
Proven organizational skills to independently establish priorities and ensure completion of a wide range of projects in a timely manner.
Experience in conceptualizing and developing presentations on programmatic areas of responsibility, as well as demonstrated written communication skills in drafting policy and procedure documents, communications to various audiences, and administrative documents and reports that are concise, logical, and grammatically correct.
Proven ability working collaboratively to gain cooperation from the various parties in order to successfully pursue security objectives, and to interact diplomatically with a wide range of personnel at mid- to senior-level management both internal and external to the Laboratory.
Demonstrated computer skills in Microsoft Office Suite and Google office applications, in both a Mac and PC environment.
Ability to become qualified as a Facility Security Officer, Officially Designated Security Authority, and a Security Incident Inquiry Official.
Ability to perform work in a primarily sedentary environment usually accomplished while comfortably seated at a desk or table. Some walking/standing may occur in the course of a normal workday in connection with travel to and attendance at meetings and conferences away from the work site. Items carried typically are light objects such as notebooks, and data processing reports. Occasional physical activity such as standing, walking, bending, stooping, reaching, crawling and similar activities are required in the conduct of security performance tests and verification exercise at field facilities.
Additional Desired Qualifications:
DOE contractor experience.
Knowledge of Berkeley Lab's organizational structure and culture.
Familiarity with DOE policies, orders, manuals, etc.
Knowledge of the processes and policies of the federal, state, and private agencies that impact the Lab's Safeguards and Security program.
Professional security certifications such as Certified Protection Professional (CPP) and Physical Security Professional (PSP) or similar. Incumbent will be expected to earn this credential, if not currently possessed, within 3 years of assignment start date.
Clearance Level: Q
Position will be cleared to this level. Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
The Security Operations Program Manager is a full-time exempt from overtime pay (monthly paid) career position. It is appointed by and serves at the discretion of the Laboratory Director. This appointment is at-will and may be terminated at any time with or without cause.
This position typically operates Monday - Friday, however availability to work is required as needed during extended days, nights, weekends, and holidays to conduct investigations, monitor performance, respond to any incident or event affecting the safety and security of Lab personnel, property, and/or the environment, and ensure program compliance and success.
This position is contingent upon successfully obtaining and maintaining a DOE Q-level security clearance, involving an extensive background investigation, application and random drug testing, and strict adherence to federal laws pertaining to such authorization. The clearance process may take up to a year or longer to complete. If for any reason you are not able to obtain Q-level security clearance, your employment is subject to termination under the "at will" provisions of your employment.
