The City of Largo is located in the heart of Pinellas County along the Gulf Coast of West Central Florida and is part of the Tampa Bay Metropolitan Statistical Area (MSA), the 18th largest in the United States. Today, Largo is the fourth largest city in Tampa Bay thanks to a great quality of life for its residents, an affordable cost of living and proximity to a vast network of diversified businesses. Largo is seeking high performing, forward-thinking, seasoned candidates who desire to serve as the Director of Public Works and serve as a member of Largo’s Executive Leadership Team. Largo is home to seasonal residents as well as an established, year-round community making up of over 82,000 residents.
The Public Works Department is focused on providing superior services including in the divisions of Streets & Stormwater, Facilities, Fleet and Solid Waste. The Public Work's Director position is imperative to the implementation of Largo’s Strategic Plan that has identified a commitment to sustainability, including developing renewable energy, sustainable operational practices, developing community resiliency and waste reduction. The Public Works Department is proud to be the 50th APWA accredited department in the United States and boasts and extensive horizontal infrastructure network with over 150 centerline of city streets, 42 miles of stormwater lines, 34 retention or treatment facilities, over 10 miles of open channel creek systems and 29 occupied structures comprising more than 500,000 square feet. Pinellas County operates the water utility which services residents and businesses, and the sanitary sewer system is operated by the City of Largo's Environmental Services Department, not under the direction of the Public Works.
The Director of Public Works also plays a critical role in the City’s Emergency Management Response system. The position requires adaptability and collaboration as they work within an interdepartmental, structure following the National Incident Management System.
As an integral member of the City’s Executive Leadership Team, the Public Works Director will be tasked to support an organizational culture that reflects the principles of High Performance Organizations, or HPOs. The City of Largo is a dedicated learning organization that focuses on continuous process improvements within all operations of the organization.
The Director of Public Works reports to the Assistant City Manager and is responsible for a budget of approximately $23 million. The Public Works budget is made up of five different sources of revenue supporting the department operations; including a Solid Waste enterprise fund, a Stormwater special revenue fund, an internal service fee for fleet, County gas tax and the City’s General Fund. The Director is charged with leading and coaching approximately 148 full time staff members.
Qualified individuals will demonstrate be expected to have:
A minimum of ten years or more of increasing responsibility and experience in the management and leadership and management of a public works department is desirable; APWA accreditation desirable.
3 years of experience in an executive management leadership
A bachelor’s degree in public administration, business administration or other directly related field; additional education, certifications or licensure is desirable (master's degree, PE, ICS, etc.).
A forward thinking individual capable of remaining deliberate and focused during emergency response scenarios.
A collaborative, team-oriented leadership style with knowledge of and practice in modern parallel management leadership concepts.
A clear understanding of sustainability and resiliency planning and management; who can recommend changes to the organization in a climate of continuous culture shifts and improvements.
Well-developed interpersonal and oral/written communication skills.
A creative, self-starter who can readily assess and develop solutions and strategies for dealing with complex problems public issues and community response.
