Towson University is accepting applications for a Director of Planning, Sustainability and Energy Management. The Director will manage and direct the Planning office in the development, review, preparation and implementation of campus-wide master plans, capital budgets, space planning, facility programs and facility projects in support of the University's mission and strategic plan. Manage and oversee the strategic implementation of campus wide sustainability efforts. Serves as the Director of Energy Management. Manage, direct and oversee the operation and establishment of the comprehensive energy conservation action plan which also supports the initiatives of sustainability. Recommends system expansion and upgrades to support the energy conservation plan. Coordinate and participate in utility construction projects. Represents the university at the University System of Maryland (USM) utility group. Develops and submits the Capital Facility Renewal funding request to USM.
The Director of Planning, Sustainability and Energy Management is responsible for coordination of the Campus Master Plan process, making recommendations to senior staff as to the relative expansion of campus landholdings, location of new buildings, roads and other facilities, renovation of buildings, and demolition of existing facilities. Provides planning and technical support for the University Vice Presidents on the Campus Space Planning Committee. Responsible for the management and review of campus space utilization, including course scheduling for classrooms and laboratories; identifies current facility planning requirements; campus sustainability initiatives, projects space needs to a future planning year; identifies current and projected requirements through global needs assessment using space guidelines; coordinates projected space needs with capital projects; and recommends funding sources and priorities. Responsible for the preparation of the annual capital and system funded budget submissions to University System of MD and the Department of Budget and Management. Provides facility programs justification, which details architectural and engineering direction. Develops testimony in support of capital projects. Coordinates and advances University facility development initiatives with outside agencies and constituent groups. Responsible for the management and development of the University's Comprehensive Energy Conservation Plan detailing the intermediate and long term goals for the department which will be disseminated to senior level management. Develops strategic plans, policies, procedures, reports, and other management-related documents pertaining to energy as it impacts operations and maintenance. Provides quantitative improvement in energy consumption. Manages the development of all energy projects. Responsible for the University Sustainability group and their initiatives, practices and goals. Responsible for the annual and long-term comprehensive sustainability plans in coordination with the campus constituencies. Through the Sustainability group, helps assist and manage when needed, additional environmental initiatives such as Storm Water Management. Directs activities of the Assistant Director for Energy Management, Facility Planner, Senior Planners and Assistant Director for Sustainability and students. Coordinates the request for internal renovations utilizing space fit outs efforts with facilities staff and campus architect.
Bachelor's degree and five years of Planning, Sustainability and Energy Management or related experience. Excellent analytical, writing, and communication skills are necessary to be effective in this position. Ability to work independently, to be a team leader and to be a team member.
Master's Degree in Business Administration or related field.
Experience working with the University System of Maryland and Department of Budget & Management.
Working knowledge of commercial building energy systems and equipment and cost effective conservation strategies.
