Job Title: Business Analyst II
Agency: Housing (Aspen/Pitkin County Housing Authority)
Position Summary: Identifies and implements process improvements to enhance APCHA’s services. Responsible for wide variety of analytical and professional duties including but not limited to financial and statistical reports, policy analysis, and overseeing APCHA website, web-based applications and information/data services.
Supervision Exercised and Received: Position works under direct supervision of Executive Director.
Essential Job Functions:
Business Process Improvement
Collaborates on business process improvement initiatives, working in conjunction with other departments and consultants, using process improvement methodologies and tools (such as Lean Six Sigma and project management tools).
Database Administration and Web Development
Directs or performs all activities related to maintaining a successful database environment, including assisting vendors with design, implementation, troubleshooting and maintenance of the database system.
Analyze database business requirements; performing systems planning and research, including evaluations and recommendations of software configurations.
Acts as a Departmental subject matter expert on technical projects and, when assigned, is the point of contact with Vendor and other stakeholder/partnerships.
Maintains, modifies, or develops applications, interfaces, and related systems in support of databases and/or data retrieval.
Responsible for managing the ongoing design, development, troubleshooting and maintenance of the APCHA web presence and web-based activities.
Analyzes existing web presence and web-based processes and makes recommendations based on feasibility and cost effectiveness.
Responsible for building, troubleshooting and maintaining the back end, or server-side, of a web application, which includes the server, the application, the database, and other application performance considerations.
Works with management to determine the needs of the website and the expected needs of the website’s audience.
APCHA Policy Support
Assists the Executive Director by conducting research and preparing statistical, financial, demographic and operational data used in reports, studies, surveys and analyses; also maintains and tracks key quality measures for APCHA.
Conducts policy research, makes policy recommendations, and drafts policy memos for review and recommendation by Executive Director to the Board of Directors and elected officials.
Assists with the monitoring of consultants and contractors; and administers contracts.
Represents departmental and City interests on committees, outside organizations, and at staff subcommittees as necessary; coordinates technical support activities with other departments, divisions and outside agencies.

Education: Bachelor’s Degree in business administration, public administration, computer science, math, statistics, information technology, computer programming, or computer engineering.
Experience: At least two years of professional experience supporting a database environment in a business/systems analyst capacity, or related experience.
Technical Knowledge: Must be proficient with one or more of the major database management products, such as SQL (Structured Query Language), NoSQL, SAP, and Oracle-based database management software. Proven experience in web programming and/or knowledge of modern HTML/CSS. Proven experience with Web Services, WSDL and APIs. Must be proficient with Microsoft Word, Excel, PowerPoint, and Outlook.
Licenses & Certifications: Must possess a valid Colorado Driver’s License or can obtain one within 30 days of start date.

Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload.

Outdoors/Off-Site: Meetings, trainings, and conferences at a variety of city facilities and areas.
