The position is responsible for administering and managing the Cooperative’s Safety and Security Programs to ensure compliance with local, state and federal regulations.
Essential Duties and Responsibilities:
Ensure that employees have the proper safety training, knowledge and tools to perform their jobs safely and effectively
Coordinate and implement safety related training that includes acceptable industry safe working procedures for distribution system maintenance and construction, first aid, CPR, hazard communication requirements, defensive driving, safety awareness, security awareness, OSHA standards and other safety related training.
Make recommendations to modify work procedures and policies regarding safety procedures, security practices, and field training.
Identify legal requirements and government reporting regulations affecting safety functions and ensure policies, procedures, and reporting are in compliance
Develop comprehensive security plans with implementation strategies
Ensure all employee accidents, cases of public injury involving property or product and safety violations are investigated, documented and recorded.
Ensure compliance with DOL requirements for commercial motor vehicle program including complete and accurate driver qualification files.
Perform safety and security checks on building and grounds, substation properties and construction crews.
Conduct equipment and tool inspections with Lineworkers
Ensure compliance with OSHA rules and regulations
Maintain OSHA records and 300 logs
Maintain hazard communication records and ensure compliance
Prepare and maintain OSHA 200 reports, submit copies to affected persons and organizations
Track work related injuries and/or illnesses, prepare monthly safety reports and post annual report
Ensure PEC complies with all requirements for safety accreditation
Report and respond to underground protection violations
Develop, monitor and enhance safety plan and safety manual
Implement safety improvements through employee culture, systems, and programs
Conduct evaluations of worker exposure to hazardous or dangerous conditions
Analyze and coordinate the effectiveness of safety systems and procedures
Maintain OSHA expertise through training participation
Ensure that Safety Department employees are trained in safety program procedures and OSHA regulations and documentation
Perform and complete safety inspections and investigations to include making recommendations for change
Present safety oriented information and activities to internal and external customers
Assist in the development and implementation of programs to reduce or eliminate occupational injuries, illnesses, fatalities and financial loss
Ensure compliance with and coordinate programs to meet state and federal requirements
Ensure the proper training of new employees to include new employee orientation
Compile, analyze and interpret statistical data to include reporting of findings
Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
Implement corporate and departmental policies, procedures and service standards in conjunction with management
Discuss job performance problems with employees to identify causes and issues and work to resolve problems
Teach and instruct employees in job duties and company policies or arrange for training to be provided
Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
Recruit, instruct and supervise subordinates
Interpret and communicate work procedures and company policies to staff
Develop and review operating procedures
Develop and manage department budget
Establish work priorities and activities
Recommend promotions, transfers, hires and other disciplinary action
Establish metrics and prepare monthly reports
Coordinate activities with other departments
Maintain the security of confidential information
Stay abreast of advances in technology
Supervisory and/or Leadership Responsibilities:
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities

Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
This position may be required to work more than 40 hours per week
Bachelor’s or Associates Degree in a related field OR
High School Diploma AND
Ten years’ experience in the construction and maintenance of an electric distribution system
Five years of safety and health experience
Six years supervisory experience
Loss Control and Safety Certification, CSP/CUSP/CHMM preferred
Electrically Qualified preferred
Valid Texas Driver’s License
Knowledge, Skills and Abilities:
Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
Knowledge of principles and processes for providing customer service
Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting
Knowledge of power utility industry
Knowledge of OSHA regulations, safety management practices, DOT regulations and fleet management.
Skilled in monitoring and managing performance
Skilled in establishing and communicating performance expectations and metrics
Skilled in time management
Skilled in prioritizing and managing changing priorities
Skilled in anticipating, identifying, analyzing and resolving conflict and problems
Skilled in mitigating workplace injuries and vehicle accidents real-time.
Skilled in completing comprehensive safety investigations including root cause analysis.
Skilled in completing all mandatory OSHA and DOT reports, i.e., 300, 301, 300A, MCS-150, Unified Carrier Registration
Ability to communicate effectively verbally and in writing
Ability to listen and understand information verbally and in writing
