Berkeley Lab's Office of the Chief Financial Officer (OCFO) is looking for a Procurement Service Center Subcontracts Administrator join their dynamic team!
This position will be responsible for the purchasing of high volume, low risk pCard and purchase orders including lab and office suppliers, chemicals, raw materials, tools, equipment, and off-site equipment maintenance and support services. In this role, you will be responsible for understanding the Service Center's key performance indicators (KPIs) and metrics, identify and develop process improvement opportunities, and contribute to the successful achievement of functional area objectives and goals.
What You Will Do:
Purchase high volume, low risk goods and services with a value within the delegated procurement authority limit for this position using the appropriate purchasing methodology while maintaining compliance with LBNL's policies and procedures.
Develop resolutions to moderately complex subcontractual issues by analyzing each situation and exercising sound judgement to determine the most appropriate action.
Document and maintain all pCard and purchase orders in accordance with Lab Policies and Guidelines
Determine the most appropriate purchasing mechanism, PCard or Purchase Order, to procure goods and services efficiently and cost effectively.
Develop and maintain effective working relationships with Procurement and OCFO colleagues and Scientific and Operations division customers.
Provide customers with a high level of timely and effective advice, coaching, and training on policies and procedures related to purchasing requests.
What is Required:
A Bachelor's Degree and a minimum of 2 years of procurement related experience including the purchasing of technical goods and services, or the equivalent combination of education and experience.
Knowledge of procurement activities and systems with an understanding of, or the ability to learn, policies and procedures in order to provide advice and guidance to internal and external customers.
Ability to apply concepts and principles to research and resolve procurement related issues of moderate complexity.
Excellent customer service skills with the ability to professionally and effectively interact and build relationships with internal and external customers, including managing challenging customer service issues.
Experience using PeopleSoft or an electronic purchasing system, MS Word, Excel, PowerPoint and Internet browsers.
Strong negotiation, problem solving, and resolution skills.
Effective oral, written, and interpersonal communication skills with the proven ability to work in a team environment.
Strong analytical and organizational skills with the ability to develop efficient and effective processes.
Ability to manage multiple tasks, a high volume workload, and maintain a high level of accuracy, attention to detail, and sensitivity of data with discretion.
Additional Desired Qualifications:
Knowledge of applicable LBNL Procurement Standard Practices, Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
Experience with Service Contract Act and/or Davis-Bacon Act requirements or equivalent state and/or local labor requirements.

This is a full time, M-F, exempt from overtime pay (monthly paid), Career appointment.
Salary is commensurate with experience.

Work will primarily be performed at Office of the Chief Financial Officer (OCFO), 6401 Hollis Street, Emeryville, CA, however travel will occasionally be required to/from Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA as needed.
