The University of North Carolina at Charlotte (UNC Charlotte) seeks an Associate Vice Chancellor for Safety and Security (AVC). The Associate Vice Chancellor for Safety and Security is responsible for the plans and programs that protect lives and property, prevent accidents and incidents, and preserve the learning environment and business operations of the University.
Reporting directly to Vice Chancellor for Business Affairs, the AVC provides executive-level leadership to Police and Public Safety, Emergency Management and Business Continuity, Environmental Health and Safety, and Risk Management and Insurance.
Additionally, the AVC collaborates with and supports the Division of Institutional Integrity on the University’s enterprise risk management (ERM) program. Safety and Security focuses on hazard-based risk identification, mitigation and controls, while ERM focuses on the University’s strategic and reputational risk assessment.
The Associate Vice Chancellor also provides support and expertise to university, local, state, and federal partners.
The AVC position has become available as the result of the upcoming retirement of the incumbent following his successful nine year tenure.
Key Responsibilities and Priorities
The Associate Vice Chancellor for Safety and Security will have opportunities for leadership and achievement in many areas, including but not limited to:
Leading a department of 72 employees and 5 direct reports
Overseeing an annual budget of approximately $6.2M
Analyzing current operations and services and developing strategic plans for ensuring those services to meet the University’s needs
Leading efforts to protect the lives and property of the university using risk management best practices as a guidepost
Developing strategy and vision for the University’s insurance program
Supporting institutional efforts to preserve the campus academic environment, financial strength, and reputation of the University
Leading efforts to prevent or mitigate disasters, business interruptions, and other emergencies
Providing support and leadership to the Offices of Emergency Management and Police and Public Safety in planning campus exercises to ensure the University is prepared for emergencies
Advising the Vice Chancellor for Business Affairs, the Chancellor, and other senior leadership on matters concerning University safety and security
Performing other duties as assigned by the Vice Chancellor for Business Affairs
The successful candidate will have a minimum of 10 years’ experience in business continuity/disaster recovery planning, emergency/disaster preparedness, law enforcement, or risk management and insurance. Experience in higher education or a related field is also required. Previous experience managing employee relations, budget development and analysis, process evaluation and improvement, succession planning, strategic planning, and project management is preferred.
Additional competencies and qualifications for this position include:
Bachelor's degree from an accredited institution in public administration, criminal justice, business administration, public safety or related field. Master’s degree in a relevant subject preferred.
Preferred certifications in one or more of the following:
ARM (Associate in Risk Management) (Public Entity and/or Enterprise-wide)
CBCP (Certified Business Continuity Professional)
CEM (Certificate in Emergency Management)
CIU (Certificate in Insurance Underwriting)
CPM (Certificate in Project Management)
CPCU (Chartered Property Casualty Underwriter)
CSP (Certified Safety Professional)
CSHM (Certified Safety and Health Manager)
FBI-LEEDA Executive Leadership Institute (FBI Law Enforcement Executive Development Association)
Other relevant certifications
Demonstrated proficiency in areas integral to comprehensive campus law enforcement and security operations, including but not limited to emergency planning and preparedness, threat assessment and management, and Clery Act compliance
Proven ability to maintain calm and clear focus when experiencing major changes in work tasks or environment, adjusting positively to new demands in work structure, process and/or requirements
Proven success in working cooperatively with others and contributing to productive solutions through constructive input, feedback, ideas and suggestions
Proven success in the demonstrating sound judgment, integrity and confidentiality
