This position is responsible for benefit administration, design and communication of the benefit programs in coordination with the NREL total rewards programs management. The position is accountable to ensure cost-effective and efficient use of resources to drive the highest level or program value and impact. The position manages approximately 4 employees within relocation, benefits and health management.
PRINCIPAL DUTIES & RESPONSIBILITIES
Consults with Total Rewards Manager to set the operational and strategic direction in the design, development, implementation, administration and communication of our health and welfare programs, including health, wellness, retirement, relocation and health management. This includes the monitoring and evaluation of all policies and procedures to deliver cost impactful return on investments.
Teams within the HR organization to ensure benefit programs meet organization objectives within the Department of Energy guidelines and maintain and monitor all legal and compliance requirements for the programs and all reporting requirements as needed.
Analyzes current benefit programs to ensure they provide maximum available options to attract and retain top talent within our market space.
Manages the accountability for team member’s performance, staff engagement and relevant services while creating bench strength for succession planning.
Directs the development, execution and implementation of management processes in each functional area to support the laboratory staff, vendors, budgets, contracts and consultant management.
Influences the configuration and implementation of benefit policies, procedures or applications utilized by leaders, managers and employees and their communication.

Knowledge and Experience: (education, training, certifications and experience)
MBA or advanced degree and/or 6 or more years of experience in the administration and management of health benefit programs, pension administration for defined benefits, defined contribution plans compensation plans, and or other related disciplines. A Bachelor’s degree with 10 Years of comparable experience is required.
PHR, SPHR or comparable designation is a plus.
Previous management, budget development and/or significant leadership in an individual contributor role required.
Broad and in-depth knowledge of the issues and best practices in the applicable field of expertise.
Demonstrated experience in the design, implementation and operation of benefits systems to achieve compliance requirement and implementation of benefit strategies.
Experience working in a compliance-based HR organization is helpful. National Lab experience is a definite plus.
Demonstrated leadership experience working closely across all areas of HR disciplines.
Demonstrated experience in the design, implementation and operation health and pension plans to achieve desired goals preferred.
Broad and in-depth knowledge of the issues and best practices in the applicable field of expertise required.
