Responsible for assisting the Vice President for Finance and Administrative Services (VPFAS) in managing the daily operations and strategic planning of the university facilities. Includes responsibility for all aspects of facility project development and management, as well as direct supervision over the directors and associate directors of Building and Equipment Maintenance, Environmental Safety & Health, Facilities Finance and Administration, Grounds Maintenance and Building Services, Facilities Design & Construction and Transportation Services. The Director of Facilities Management assists in the development and implementation of campus sustainability initiatives, particularly as they relate to energy efficiency and the sustainable design and construction of campus facilities. Responsible for coordinating effective communication and collaboration between campus constituents and project architects, engineers, and the general contractor as well as making occasional presentations to legislative committees and the Board of Regents as required.
As head of the University's Department for Facilities Management, the Director provides general management, supervision, and professional direction to a comprehensive facilities management organization that provides facilities planning; space administration; architectural and engineering; construction management, facilities maintenance and repair; renovations; utilities generation and distribution; custodial; grounds landscape; recycling; and other maintenance services to the main campus, including Auxiliary Enterprises, the remote facilities of the Breathitt Veterinary Center (veterinary diagnostic center), Regional campus sites in Hopkinsville and Paducah, and Hancock Biological Station.
Manages the overall department comprised of a workforce of approximately 190 employees
Responsible for an annual budget of approximately $13 million and manages an annual construction volume ranging from $10 to $20 million dollars.
Develops and recommends policies, planning guidelines, and procedures for the development of the University's biennial capital budget program, and manages the program throughout the process of development, approval and implementation.
Develops and implements, or recommends, University policies and procedures for facilities and utilities systems management, maintenance, operation, and capital construction.
Maintains campus master plan and current boundary line information.
Maintains land and building data for campus facilities.
Minimum Education Requirements:
Bachelor's degree in business, engineering, architecture or a related field required.
Minimum Experience and Skill Requirements:
Must be currently licensed as a Professional Engineer (PE)
A minimum of ten years of significant experience in roles of progressively increased responsibilities in comprehensive facilities management in an institutional setting of which five years should be in responsible charge of a facilities management organization or a major component of one required.
Must have a thorough knowledge of facilities planning, design and construction, facilities maintenance and management, utilities operation and management, personnel management and training, and financial management.
Must have excellent administrative, supervisory, and oral and written communication skills.
