In this role you are responsible for a $18+ million annual utility budget from utility purchase through distribution of those costs through the University financial system. You will execute and coordinate all aspects of monitoring, forecasting, procuring, contracting, reporting and internal cost distribution for all Pittsburgh campus utilities, including: electricity, water, sewage, steam, chilled water and natural gas. You will be responsible for procuring and auditing delivery and usage of utilities to the main campus and surrounding academic and residential locations as well as tracking their distribution through the campus utility infrastructure. Central campus includes 100+ buildings including student housing leased buildings that make up more than 700 distinct utility accounts across all suppliers. You will serve as a liaison to external utility vendors and internal departments to lead all utility accounts.
Your responsibilities include: - Review and audit incoming billed usage and cost. Assure that utilities are taxed appropriately based on occupancy. Research and resolve issues with billings.
- Track utility usage and demand to the sub-meter level
- Add, modify and terminate external utility accounts as needed.
- Use historical along with planning data to project utility costs for budgeting and forecasting
- Manage EnergyCap utility management software. Use EnergyCap and submeter structures to define internal re-distribution of costs/usage.
- Track and report building utility consumption. Provide financial, usage and other utility related reports as needed
- Serve as internal liaison to auxiliary departments and sponsored projects to provide detailed utility usage and costs.
- Identify key market conditions and structures to help evaluate potential savings opportunities.
- Negotiate and manage energy consultant's contracts.
- Analyzes and track cost of services to obtain high-reaching rates
- Manage electric purchases including commodity, capacity and renewable energy certificates.
- Keeps abreast of all pertinent legislation and regulations.
- Coordinate and lead sewer credit programs where applicable.
- Negotiate, implement and monitor participation in electricity demand management programs.
- Coordinate university participation in utility managed rebate programs based on demand and energy reduction.
- Accountable for overseeing day-to-day utility related work and projects.
Qualifications: - Bachelor's degree required, Major in Accounting, Finance, Economics or other business-related field preferred
- 3-5 years of experience in a related field
- Energy procurement / portfolio management experience
- Experience with energy and utility invoicing or billing software
- Knowledge of economics/financial analysis
- Vendor management experience
- Excellent oral and written Communication Skills
- Utility commodity experience preferred
- Experience working in a university setting preferred
- Excellent organization and planning skills

Working Conditions: - Working in a normal office environment.
- Required to work normal business hours; evening and weekend work may occasionally be required.
Direction: - Performs work under minimal supervision. All normal duties and responsibilities are handled independently with the use of established procedures and policies. Only the most difficult or unique situations are referred to management.
Supervision: - Position does not have direct supervision responsibilities of others, but may have project-related supervisory responsibility.
